It is 4R's sole purpose to create a safe, clean, self-governed community for economically distressed residents. To do this, we 
have committed to the following:

(1) Create and provide basic living facilities for Americans who are working diligently everyday and yet can't quite gather enough resources to have a sustainable way of life and descent housing.   

(2) To provide peer-based support services to neighborhood residents to assist them in the pursuit and actualization of their aspirations with regard to housing, education, work, and to enter into collaborative partnerships with certain private businesses, non-profit organizations and/or government agencies for such purposes.
